Academic Affairs Agreements (MOUs) Routing Portal
This portal provides access to the Kuali Build system for initiating and routing academic affairs agreements—commonly referred to as Memoranda of Understanding (MOUs)—that require review and approval through the Office of the Provost. Use the link below to access the routing form.
What Types of Agreements Should Be Submitted?
This system is for academic-focused agreements that are distinct from research-oriented contracts or sponsored project agreements (which are handled by the Division of Research). The types of agreements appropriate for submission through this portal typically involve:
- Student Mobility or Exchange Programs
Agreements that enable the movement of students between institutions for study abroad, domestic exchange, or dual-degree programs. - Academic Collaborations and Partnerships
MOUs that formalize partnerships with other universities, consortia, or educational organizations involving curricular alignment, instructional collaboration, or shared academic programs. - Non-credit Instructional Partnerships
Agreements with organizations that offer training or certificate programs in coordination with UMD academic units.
These agreements typically do not involve funding transfers or research deliverables, but rather serve to formalize educational collaborations, outline roles and responsibilities, and ensure compliance with university policy and accreditation standards.
When to Use This Portal
Use this portal if your agreement:
- Involves students, academic units, or curriculum delivery;
- Establishes a non-research educational partnership;
- Requires approval by the Office of the Provost, particularly for agreements that may affect accreditation, compliance, or cross-unit coordination.
Do not use this portal for the following:
- Sponsored research or contractual service agreements (handled through the Division of Research);
- Procurement agreements;
- Employment or HR-related memoranda.
